The strongest analytical infrastructure is concentrated inside well-funded private firms, governments, and elite institutions. That leaves NGOs, researchers, and public-interest actors responding to global events without the same visibility. 3DL exists to close that imbalance.

How 3DL started.
The Data-Driven Decision Lab was founded in 2025 by Hugo Zlotowski, an AI and economics researcher with experience advising public sector entities on policy adoption and public-interest use cases.
With a background spanning macroeconomic forecasting, computer vision, and nation-scale AI platforms, Hugo recognized a critical gap: while powerful data tools transform public and private sector decision-making, civil society organizations rarely have access to the same capabilities. 3DL was built to close that gap.
